The obligation to make a profit is going to present Doctors with a dilema - how to stay true to their Hippocratic Oath to empathise with their patients? Equally, Local Authorities will be faced with some difficult decisions as they adopt localism and personalisation at a time when services are being cut, social problems are rising and participation rates shrinking.
